This always sets my teeth on edge. However, I have heard it often enough coming from many different people that I'm getting unsure of my intuition. WebSo saying "on one hand...on the other" indicates that it doesn't matter which hand we're talking about, just that we're talking about one of them. But we employ "the" when referring to the other hand because we specifically mean the remaining hand. I suspect that "on the one hand...on the other hand" is simply an intuitive parallel construction.
